以我国物流业为研究对象,对其能源消耗、碳排放和产业发展特征进行分析,并利用Tapio脱钩分析技术对2003—2012年我国物流业的能源消耗、碳排放和行业发展情况进行了脱钩分析。结果表明,2003—2012年,我国物流业的能源消耗、碳排放的增长率要大于行业发展的增长率,三者均在样本年内呈现出了增长的趋势;行业发展与碳排放和能源消耗基本都呈现出扩张性负脱钩关系,表明我国物流业目前的节能减排形势很不乐观,行业的能源浪费和无效排放问题还比较严重;减排弹性指标近年来表现较好,主要原因是近年来国家相关物流政策的出台。  相似文献

People still use documents in many everyday government processes. From tax payments to passport requests, citizens have to interact with low-interactivity information artifacts such as reports, maps and datasets, among many others. Despite efforts to improve information delivery in the public sector, effective information usage remains a critical topic of action and research. The user experience of government documents has rarely been assessed, despite them being regularly published and frequently used. Considering this, the two following research questions arise: 1) How can government documents be classified (or grouped) in terms of user experience? 2) How can the user experience of government documents be monitored over time in order to inform design decisions? Working with a public agency in Chile, we develop and test a classification and monitoring framework based on two online surveys (N?=?338 and N?=?298). We then propose a framework for understanding user experience of government documents in these three dimensions: interaction goal, volume of information and ease of understanding. Using a graphical representation to classify user experience provides greater visibility of the current status of information produced by a public organization. Furthermore, by monitoring the user experience of a government document at different times, organizations can understand the effect of their design decisions and improve their service quality by implementing user-centered processes.  相似文献

With the advancement of disruptive new technologies, there has been a considerable focus on personalisation as an important component in nurturing users' engagement. In the context of smart cities, Internet of Things (IoT) offer a unique opportunity to help empower citizens and improve societies' engagement with their governments at both micro and macro levels. This study aims to examine the role of perceived value of IoT in improving citizens' engagement with public services. A survey of 313 citizens in the UK, engaging in various public services, enabled through IoT, found that the perceived value of IoT is strongly influenced by empowerment, perceived usefulness and privacy related issues resulting in significantly affecting their continuous use intentions. The study offers valuable insights into the importance of perceived value of IoT-enabled services, while at the same time, providing an intersectional perspective of UK citizens towards the use of disruptive new technologies in the public sector.  相似文献

This article presents a classroom exercise, centered on a simulation that has been used for 4 years in an MBA program to help students develop an understanding of the trade‐offs involved in managing capital assets in the public sector. Though often ignored in business schools, mission is a key criterion that must be considered when managing such assets, and acts as a surrogate for profit. The case presents a rich environment in which the impact of cost reductions (or additional investments) on mission can be quantified, and trade‐offs can be assessed and discussed. It gives students a chance to develop creative ideas for process improvement, and provides sufficient data for them to analyze the impact of their suggestions in a rigorous way.  相似文献

E-commerce is growing rapidly in Brazil, led by information-intensive and transaction-intensive sectors such as finance, manufacturing, and retail/wholesale. However, Brazil's highly uneven income distribution is a major barrier for B2C diffusion. Government policies have emphasized promotional or enabling initiatives such as e-procurement, tax filings, and providing Internet access to social institutions. E-commerce legislation is just now being developed, and decisions on taxation are being negotiated in the context of international agreements. E-commerce raises issues for Brazil in terms of its relationship to the global economy. Although most online purchases involve imported goods, e-commerce also offers opportunities to participate in international value chains.  相似文献

改革开放以来第三部门在我国的出现已是不争的事实,并且已经在社会救助实践方面取得了多方面的显著成效。但是,第三部门的发展、尤其是在社会救助作用发挥方面依然存在着诸多不足。如相关手续办理程序繁琐、财务不透明现象严重、政府过度管制形成对第三部门发展的束缚、但第三部门又过度依赖政府等。存在这些不足的原因也是多方面的:政府与社会的关系不顺;公民对第三部门认同程度不高;法律法规不完善;监管不到位;等等。要充分发挥第三部门在社会救助中的作用,必须从以下多方面着力:进一步清理政府与社会的关系;提高公民对第三部门的认同;完善与第三部门相关的法律法规;以及加强第三部门自身能力的建设。  相似文献

Purpose: The sector-wide approach currently dominates as the strategy for developing the agricultural sector of many African countries. Although recognised that collaborative agricultural research is vital in ensuring success of sector-wide agricultural development strategies; there have been few efforts to understand the dynamics of national agricultural research/development networks in Africa. This study fills this gap by analysing the dynamics of networking and interactions between institutions in the National Agricultural Research System in Malawi. Design/Methodology/Approach: The study sampled actors in the National Agricultural Research System in Malawi, which included the main public agricultural research department, academic institutions, semi-autonomous research institutions, private companies and international agricultural research institutions. Data was analysed using Social Network Analysis. Findings: Results demonstrate that public agricultural research departments play a central coordinating role in facilitating information sharing; with other actors remaining on the periphery. However, it also shows the important role other actors play to relay information to a wider network of stakeholders. These secondary information pathways can play a very crucial role in ensuring successful implementation of the national agricultural research agenda. Practical implication: Policy-makers are called upon to integrate other research actors into the mainstream national agricultural research information network. This is vital as other research actors are, at the global level, increasingly taking up a greater role in financing and disseminating research and research results. Originality/Value: The study contributes greatly towards knowledge needed for continuing the transformation of African agricultural research; and aligning the African agricultural research vision and practice with the emerging global agricultural research paradigm.  相似文献
