新冠肺炎疫情下专业图书馆科研新媒体服务探究——以中国科学院文献情报中心“中国科讯”为例

[目的/意义] 以中国科学院文献情报中心"中国科讯"为例，分析专业图书馆应急科学传播服务的举措及成效，为应急事件下专业图书馆科学传播服务提供借鉴。[方法/过程] 梳理新冠肺炎疫情期间"中国科讯"微信公众号推送的服务内容，从日均用户增长和阅读量分析用户对不同类型内容的关注程度，提出应急科学传播服务的思考。[结果/结论] 疫情期间，"中国科讯"日均用户增长明显，电子资源保障类内容阅读量最高，其次为新冠病毒科技攻关进展相关内容、科普类直播和信息素养教育直播观看人数达到数万人。应急事件下，专业图书馆应加强特色服务的宣传、加强信息甄选和审核机制，重大公共卫生事件下应急科学传播工作预案缺失也需引起重视。

面向重大突发事件的智库应急情报保障研究

了解突发事件中我国智库应急情报保障体系的组成要素、相互联系以及存在的问题,为更好地发挥我国智库在突发事件中的应急情报保障作用和提升应急情报保障的质量水平提供依据。采用自下而上的经验性研究设计思路,以Q事件背景下的33个智库为案例,爬取33个智库在Q事件期间发布的各类型资料,采用扎根理论三级编码思路构建理论体系。应急参与主体、应急保障对象、应急情报需求、应急保障内容和应急保障流程是智库应急情报保障体系的构成要素。其中,应急情报需求是驱动力,应急参与主体是推力,应急保障对象是拉力,而应急保障流程和应急保障内容彼此紧密联系,是智库发挥应急情报保障作用机制的核心部分。根据研究结果,提出融合众包模式、鼓励公众参与、引入新兴信息技术、提高应急情报需求感知效率以及提升应急参与主体协同联动水平等建议。     

大数据情境下面向突发气象灾害应急决策的情报响应体系研究

[目的/意义]针对突发气象灾害应急决策的情报保障需求,构建了以大数据环境为基、情报技术为力、情报流控制为策、应急决策为标的新型情报响应体系。[方法/过程]本文详细阐述了面向突发气象灾害应急决策的情报响应体系中的整体框架与具体内容,分析了情报响应系统的运行机理。[结果/结论]该应急决策情报体系围绕情报的采集、组织、分析和应用等活动,对大数据环境下突发气象灾害的数据信息进行自动监测与挖掘,充分利用机器学习、自然语言处理等技术进行情报分析,从而为突发气象灾害的事前、事中与事后提供各种决策支持与情报服务。     

快速开发应急科普展览的实践与思考——以“大医精诚无问西东:中西医结合抗击新冠肺炎疫情纪实展”为例

“大医精诚 无问西东:中西医结合抗击新冠肺炎疫情纪实展”作为中国科技馆2020年策划并推出的应急科普展览,是快速开发应急科普展览的一次成功尝试。本文总结和梳理了该展览在主题提炼、设计思路、形式设计、展品征集等方面的做法和经验,提出了对于应急科普展览在策展机制、选题策划、展览内容和形式以及延伸传播方式等问题的思考和对策,以期为科技馆界进一步做好应急科普工作提供参考。     

基于词汇链的应急预案主题抽取方法研究

本文针对应急预案自动主题抽取的需求,采用词汇语义相关度计算的方法,构建了一个基于词汇链算法且符合人的主观感受的主题抽取模型.模型根据应急预案文本的特点,运用了自然语言处理技术,改进了原始的词汇链生成算法,提出了一种多因素词语权重算法.通过与人工抽取主题词的实验结果相比较,该主题提取模型在查全率和查准率上都取得了较好的效果.     

Demonstrating Library Impact Through Acknowledgment: An Examination of Acknowledgments in Theses and Dissertations

Academic libraries are increasingly seeking ways to demonstrate their impact on student learning. Acknowledgments - formal statements of indebtedness – in graduate theses and dissertations provide a rather unexplored area for demonstrating impact of the academic library on student learning. This study uses quantitative and qualitative methods to characterize acknowledgments of the Texas A&M University Libraries (TAMU Libraries) in theses and dissertations, both overall and for three disciplines specifically: civil engineering, geography, and history. This study also searched for mentions of the TAMU Libraries throughout the entire body of theses and dissertations. Overall, acknowledgments to the TAMU Libraries in theses and dissertations were less than 1%, though acknowledgments were found in all three disciplines with over a quarter of the history theses and dissertations containing an acknowledgment to libraries. There was no statistically significant difference found between the numbers of acknowledgments in theses versus dissertations. Acknowledgments to the TAMU Libraries were found in the theses and dissertations of 28 different departments. Mentions to the TAMU Libraries – not necessarily a formal acknowledgment – were found throughout the text of theses and dissertations with most concentrated in the acknowledgment, method, and bibliography sections.     

Disaster philanthropy: Exploring the power and influence of for-profit philanthropy in education development during pandemic times

This article contributes a conceptual analysis of the power and influence of for- profit philanthropy on educational development during pandemic times. Through highlighting for-profit philanthropy, describing its relevance to educational development, and drawing attention to four aspects that are under-examined as for- profit philanthropists enact their philanthropic agendas in response to the COVID- 19 pandemic, disaster philanthropy is presented as a window of opportunity for elite donors to enact changes in public education based on their distinct donor and institutional agendas. Implications for educational development are discussed including shifts in power, definitions and public vs. private returns.     

“智慧城市”背景下的城市应急管理情报体系研究

[目的/意义] 基于智慧城市理念,对城市应急管理情报体系进行分析和解构,破解应急管理整体性情报支撑的复杂困局。[方法/过程] 通过文献资料收集和案例比较分析,梳理城市应急管理情报体系的特征,以及与突发事件应急决策情报体系的差异;通过活动理论解释智慧城市应急管理情报体系的概念框架。[结果/结论] 城市应急管理情报体系面临主体多元化、业务综合化、流程离散化和需求多样化的挑战,以智慧城市理念为指引,以应急管理情报体系为支撑,实现智能预测、理性决策、快速处置和全面管理。智慧城市应急管理情报体系应是一个开放、动态、贯通和统筹的情报体系。     

A Publisher Perspective: How One Publisher is Responding to the Changing World of Scholarly Communication

For this talk, Marks was tasked with summarizing the important trends in scholarly publishing in 45 minutes. The speaker reflected on the rapid changes that have occurred in journal publishing, which followed more than 300 years of relatively slow progress. Marks discussed key technology trends such as data curation, Open Access (OA) mandates, and the changes occurring in the global landscape of scholarly communications and library budgets. Wolters Kluwer Health has been responding to these trends with new publishing experiments including a Platinum OA model in emerging markets. Marks discussed the ways that publishers and libraries need to alter their traditional practices and instill a focus on their customers and communities.
