Analysis of the urban/rural broadband divide in Canada: Using GIS in planning terrestrial wireless deployment

Millions of Canadians residing in Canada's northern, isolated, rural, and remote communities do not have broadband Internet access. This situation has led to a national “broadband divide.” That is, the deployment of wireline broadband is very limited in Canada's northern, isolated, rural, and remote areas because of the significant expense of installation and maintenance of the wired infrastructure needed to reach dwellings in these locations.Terrestrial broadband wireless technology, on the other hand, does not entail the same kind of physical infrastructure. As a result, there are dramatic changes in how spatial considerations affect the provision of broadband Internet services (BIS) to areas beyond the urban zone. In particular, the spatial question is now focused on assessing the capacity for different technological solutions to reach profitable population bases, and brings to the forefront organizations that are developing non-line-of-sight (NLOS) technologies that would permit wireless Internet access over much greater distances than current solutions.We begin this paper by establishing the importance of broadband connectivity to Canada's northern, isolated, rural, and remote communities. This discussion comments on the role of the Government of Canada in the provision of broadband connectivity to residents of these communities, and outlines the current regulatory issues that govern wireless services and policy formulation.The second part of the paper illustrates the use of geographic information system (GIS) approaches in the study of wireless broadband planning and deployment. Case study findings suggest that GIS applications can make a significant contribution to the analysis of wireless deployment planning, to the understanding of the relationships between wireless signal sources and consumers, and to the spatial configuration of terrestrial wireless broadband networks. We conclude the paper by discussing how the GIS approach employed could be used to inform the public policy process with regard to increasing access to broadband Internet services in all regions of the country, and thereby providing the opportunity for all Canadians, regardless of location, to fully participate in the Information Society.     

Demonstrating Library Impact Through Acknowledgment: An Examination of Acknowledgments in Theses and Dissertations

Academic libraries are increasingly seeking ways to demonstrate their impact on student learning. Acknowledgments - formal statements of indebtedness – in graduate theses and dissertations provide a rather unexplored area for demonstrating impact of the academic library on student learning. This study uses quantitative and qualitative methods to characterize acknowledgments of the Texas A&M University Libraries (TAMU Libraries) in theses and dissertations, both overall and for three disciplines specifically: civil engineering, geography, and history. This study also searched for mentions of the TAMU Libraries throughout the entire body of theses and dissertations. Overall, acknowledgments to the TAMU Libraries in theses and dissertations were less than 1%, though acknowledgments were found in all three disciplines with over a quarter of the history theses and dissertations containing an acknowledgment to libraries. There was no statistically significant difference found between the numbers of acknowledgments in theses versus dissertations. Acknowledgments to the TAMU Libraries were found in the theses and dissertations of 28 different departments. Mentions to the TAMU Libraries – not necessarily a formal acknowledgment – were found throughout the text of theses and dissertations with most concentrated in the acknowledgment, method, and bibliography sections.     

Communicating the Value of Cartoon Art Across University Classrooms: Experiences From the Ohio State University Billy Ireland Cartoon Library and Museum

ABSTRACT

This article is an exploration of the varying applications of comics and cartoon art as primary resources and pedagogical tools within the university setting. Following some background information on cartoon art forms including early American newspaper comics, nineteenth century humor serials, political cartoons and manga, the article explores how the perception of comics has changed and suggests ways librarians can work with academics to better utilize comics and cartoon art as educational resources. Drawing on the literature and the author's experience of working with Faculty and students at The Ohio State University, this article highlights ways to embed comics and cartoon art into the curriculum in disciplines ranging from Women's Studies to Psychology, ESL, History, Fashion, and more. The article aims to serve as a springboard for “thinking outside of the box” to maximize the value and use of library collections.     

A Publisher Perspective: How One Publisher is Responding to the Changing World of Scholarly Communication

For this talk, Marks was tasked with summarizing the important trends in scholarly publishing in 45 minutes. The speaker reflected on the rapid changes that have occurred in journal publishing, which followed more than 300 years of relatively slow progress. Marks discussed key technology trends such as data curation, Open Access (OA) mandates, and the changes occurring in the global landscape of scholarly communications and library budgets. Wolters Kluwer Health has been responding to these trends with new publishing experiments including a Platinum OA model in emerging markets. Marks discussed the ways that publishers and libraries need to alter their traditional practices and instill a focus on their customers and communities.     

The virtual class is coming

A long term action research programme initiated in 1987 by the Department of Communication Studies at the Victoria University of Wellington, New Zealand, is seeking to develop a virtual class. The virtual class is regarded as the critical component of a new educational paradigm for an information society. The action research programme takes the form of a spiral of cyclical attempts to create a virtual class. Each attempt is seen as a syntagmatic episode of a virtual class paradigm attempted in the light of an existing paradigm. The results of each syntagmatic episode are seen as influencing the further development of the paradigm.     

The end of “information”: Computers,democracy, and the university

This paper describes some of the challenges which the growing pervasiveness of computers and electronic communications technology present to liberal democracies. We argue that these technologies, by their influence on the mechanisms of publicity and privacy, make possible the abuse of an under-developed popular epistemology. The confused response of the courts to cases of information crime suggests that the university is a better forum in which to meet and master these challenges.Freedom is not a simple experience. And as technology becomes more sophisticated, living in freedom—which means living with constant, changing choice—will only become more complex.
