¡No lucro! … from protest catch cry to presidential policy: is this the beginning of the end of the Chilean neoliberal model of education?

This paper surveys the delivery of school education in Chile over the last half-century. It focuses on evidence provided by recent academic studies on the impact of neoliberal education policies introduced by the military regime in the 1980s, and continued by successive democratic governments. It offers insights into recent popular critiques of the neoliberal model, as reported in the Chilean press, and reflected by significant popular support for student protest movements demanding the end of for-profit schools, and the revitalisation of the public school system – encapsulated in the protesters’ catch cry of ¡No lucro! It considers possible consequences of the adoption, as policy, of that catch cry, by the recently elected Bachelet government.     

When Incivility Is a Form of Civility: Challenging the Comfort of Willful Ignorance

In this essay, Barbara Applebaum reframes the case for subversive incivility by emphasizing the links between civility, comfort, and willful ignorance. The scholarship defending incivility gives much attention to ascertaining when incivility is justified. While acknowledging the importance of this focus, Applebaum asks whether it fails to adequately acknowledge (1) the role that willful ignorance plays in maintaining systemic privilege and oppression, and (2) how calls for civility are demands for dominant group comfort that protect willful ignorance from challenge. The essay begins with a review of some of the arguments that have been articulated in defense of justified incivility, particularly Tracy Owen Patton's concept of hegemonic civility. Next, Applebaum calls attention to how subversive incivility aims to disrupt the dominant group comfort that preserves willful ignorance, arguing that “incivility” is marked not by the tone of an utterance or argument, but rather by whether the message challenges hegemonic frameworks. She then elaborates the type of ignorance involved in willful ignorance and, finally, uses this concept to analyze a case of student “incivility” at Yale University. Applebaum concludes by recommending a shift in focus from establishing what counts as civility versus incivility to addressing the more fundamental question about what one is unwilling to know.

民主化不等于民主,民主化表示的是一个通向民主的过程,而民主则是一种既成的状态。关于民主化理论,西方学者有很多论述,主要的就是罗伯特?达尔与塞缪尔?亨廷顿,在此所讨论的民主化是由亨廷顿提出并界定的概念。1974年以来的第三波民主化浪潮并没有随着亨廷顿《第三波院20世纪后期民主化浪潮》于1991年截稿而终止,相反,冷战结束以来,民主化以“颜色革命”、街头抗争和互联网政治的结合这种新趋势展开,尤其在发展中国家和地区处于社会转型阶段展开,给发展中国家政治发展带来深远影响,引人深思。民主化的新趋势主要以“颜色革命”呈现世人,但也在发展中国家中出现困境,需要加以分析。

多元对话中的教育技术创新发展——首届全球ET学术峰会综述

首届全球ET学术峰会在华东师范大学召开,会议对全球化背景下教育技术的各个方面进行了探讨。本文主要总结了会议内容并对目前教育技术发展的各个方面进行了梳理,同时也指出了我国教育技术发展中的一些问题。     

A Place to Protest

The national media converged on Baltimore, Charleston, and Ferguson, Missouri, in 2014 and 2015 to cover protests in response to police violence toward African American males. Although national and local media covered the events and the aftermath, alternative media sought to provide additional viewpoints and spur readers to respond. This study analyzed the practices, content, and public discourse connected to alternative weekly newspapers in Baltimore, Charleston, and St. Louis. The study examined whether the publications reflected ideal roles of alternative media, including representing different viewpoints, using non-traditional methods of content, and providing a space for the public to challenge systems of power and oppression. The authors also studied the online forums associated with all three publications, including each organization’s website and Facebook page, as potential spaces for alternative publics to emerge around a shared interest in collective action. The publications showed some characteristics of the ideal form of alternative media, but most lacked the diverse voices and critical calls to action needed to represent the normative standard. The discourse the news organizations spurred also fell short of the ideal. The forums lacked rational and critical engagement, and commenters largely failed to promote sincere attempts to engage in community conversation.     

Communicating spending cuts: lessons for Australian university leaders

In 2011 and 2012, two Australian university vice chancellors flagged spending cuts at their institutions to overcome financial problems. In both cases, union and staff opposition led to public protests, intense media scrutiny, delays and retreats. This article compares the two cases to see what lessons may be drawn for university leaders faced with the complex, difficult and risky task of introducing spending cuts, a likely feature of Australian university management in the next few years. How can they do this in ways that cause minimal damage to programmes; are acceptable to those affected; and avoid undue damage to staff morale, student interests or institutional reputation?

中非关系影响因素的实证分析

进入新世纪,中非关系成为引人注目的焦点。本文运用实证的方法,利用可获得的数据,选取模型,探讨哪些因素突出地影响了中非关系。笔者苛先从国际关系主流理论的视角,提出影响中非关系因素的理论假设;其次,介绍方法与数据;最后,对模型进行分析和讨论。通过对中非关系影响因素的多元回归分析,我们可以对诸因素在影响中非高层交往的作用上进行排序。经济因素是中非关系的重心和主导因素;安全因素是第二位的影响因素;文化因素的影响作用还尚未体现。
