本文通过对抗美援朝战争爆发前后，周恩来未雨绸缪，运筹帷幄，决策出兵救危，做好志愿军的后勤“部长”等事例的叙述，赞扬周恩来高瞻远瞩、胸怀全局的卓越才能，体现周恩来热爱和平，同时又不惧怕侵略的国际主义思想和英勇无畏的爱国主义精神。     

论国际难民保护政策的发展演变

难民问题是一个历史性问题,在西方民主国家建立与难民有关的国际组织之前,各种宗教组织以及古代统治者已根据自己的规范和信仰为逃离迫害之人提供庇护,以色列的《旧约全书》最早提到了"难民"一词,并对难民的定义有所涉及。1951年《难民地位公约》和联合国难民署在冷战期间的作用和角色也严重的受到西方民主国家的支配和控制,使其难民政策带有浓厚的政治特征,成为西方国家的重要政治工具。     

A new age for child protection--General Comment 13: why it is important, how it was constructed, and what it intends?

Children continue to be subjected to high levels of violence (i.e., physical, psychological and sexual maltreatment) throughout the world. International concern about violence against children has increased significantly during the last decade. A Study on Violence Against Children, encouraged by the UN Committee on the Rights of the Child, conducted under the auspices of the United Nations Secretary General and reported in 2006, has become a rallying call to improve child protection. Child protection practices and systems have been judged to be generally inadequate and, in some cases, destructive. It is widely recognized that business as usual—more of the same—will not do. A General Comment (guide to fulfilling obligations) for Article 19, the central conceptualization of child protection of the UN Convention on the Rights of the Child, has the potential to promote a worldwide reformulation of child protection priorities, policies, and practices by virtue of the infusion of a child rights approach. It can be a mechanism for framing and promoting the transformational change needed – for a genuine paradigm shift. Here, explication is given for the historical context, rationale, centrality of child rights, process of development, holistic nature, and primary elements of General Comment 13 (GC13): The child's right to freedom from all forms of violence. GC13 embodies and champions a child rights approach to child protection entailing strong support for proactive primary prevention, promotion of good child care, and a commitment to secure the rights and well-being of all children. A child rights-based, comprehensive coordinating framework is recommended for the implementation of GC13.     

Taking stock of the UN Decade of education for sustainable development: the policy-making process in Flanders

In this paper, we address the implementation of the UN Decade of Education for Sustainable Development (ESD) in Flanders, a sub-national entity of Belgium. Our analysis shows how the policy-making process in Flanders is inextricably intertwined with three developments in environmental and educational policy: the increasing impact of ESD policy and discourse on environmental education, the framing of social and political problems as learning problems, and ecological modernisation. These trends give shape to a post-ecologist and post-political policy regime and, thus, affect what is possible and acceptable within Flemish ESD policy. However, this case study also revealed that these developments do not completely determine ESD policy-making in Flanders. Our examination thus allowed us to understand how the actual policy translation in a particular local setting brings about powers that legitimise and maintain as well as counteract the bounds of the policy regime that emerged in the context of the UN Decade.

国际恐怖主义不是对哪一个国家的威胁,而是对整个世界和平与安全的威胁,反对国际恐怖主义已经成为世界各国共同关心的全球性问题。为对付国际恐怖主义,国际社会制定了一系列的国际条约,形成了一套法律制度。对国际法上防止和惩处恐怖主义的国际法律制度做一总结和概述,对我国当前打击国际恐怖主义犯罪的司法实践是有所裨益的。

中越已就北部湾的专属经济区划界达成一致。从中越双方的协定来看,北部湾的划界既遵守了《联合国海洋法公约》,同时又体现了对历史的尊重和国际法的公平原则,为其他国家确立了灵活解决类似问题的范例,丰富了国际海洋法的内容。     

实现和谐世界的国际法治途径

胡锦涛主席在联合国成立60周年首脑会议上的讲话中提出了“坚持包容精神,共建和谐世界”的重要思想。和谐与法治的理念是融会在一起的,实现和谐世界的一个重要途径是法治途径。广义的法治包括政治与法治,国际法治从法律上说是指当代国际法体系建设;从政治上说就是“全球治理”;政治与法治的制度建设均落实在联合国改革上。因而建设和谐世界的法治途径包括完善当代国际法体系、加强全球治理和推进联合国改革。这也是中国参与和谐世界建设,并力争在其中发挥主导作用的重要途径。贯穿这三方面任务的一个共同原则是要维护和坚持国家主权平等原则。     

联合国电子政务调研评估体系的特点和启示

运用比较分析方法,分析了2002~2008年联合国电子政务调研评估体系的特点,探讨其对中国电子政务评估体系建设的启示意义,同时指出它的局限性和前瞻性。     

试析国际组织在中国的托存图书馆

目前，中国共有21家图书馆被联合国及其他国际组织指定为托存图书馆。这些图书馆收藏有大量联合国、欧盟等机构的相关文献资料。但是，如此丰富的信息资源迄今并未真正得到有效利用。因此，我们必须重新认识这一问题，并对这一权威的信息资源进行充分开掘。本文首先对国际组织托存图书馆在中国的分布情况予以详述，然后对其在中国的存在现状及其所面临的问题略作阐述，最后试图就相关问题提出相应对策。
