The Concept of Record in Interactive, Experiential and Dynamic Environments: the View of InterPARES*

This article presents the concept of electronic record as articulated by the first phase of the InterPARES (International research on Permanent Authentic Records in Electronic Systems) Project (1999–2001) and discusses it in light of the findings of the second phase of the Project (2002–2006). While InterPARES 1 focused on records produced and/or maintained in databases and document management systems, InterPARES 2 examined records produced and/or maintained in interactive, experiential and dynamic environments. The authors describe the characteristics of these environments and of the entities found in them in the course of case studies conducted on systems used for carrying out artistic, scientific and e-government activities, and propose the new concept of record that InterPARES 2 is eleborating, which expands on that formulated by InterPARES 1.The authors would like to thank InterPARES 2 research assistant Randy Preston for his careful editing and constructive criticisms. This article has many specific examples of emergency and continuing services that small public libraries provide. It also suggests the need for extensive research on successful libraries which illustrate all sorts of rules about how to meet the future successfully.

中文电子政务服务整合领域本体构建研究

文章旨在研究如何基于本体实现政务服务整合,通过对用户实际需求和政府部门服务现状调研确定服务整合过程中的关键要素,以此为基础构建中文电子政务服务整合领域本体,并提供一套方法和原则辅助领域专家构建该领域本体,最后用Protégé软件包构建了本体样例。文中仅给出本体最小集和具体构建的方法,领域专家可根据实际情况,在最小集上添加元素并遵循文中提出的方法与原则来构建适应本地区需要的政务领域本体。     

全球150个国家电子政务发展及其对我国的启示:指数变动、阶段划分与对标分析

[目的/意义] 探析全球电子政务发展态势并识别我国电子政务建设与领先国家的差距,指导未来建设和研究。[方法/过程] 以2003-2018年《联合国电子政务调查报告》数据完整的150个国家为研究对象,采用交叉表等分析方法探析全球电子政务发展态势;选取美国、澳大利亚、英国、加拿大等作为标杆,针对每项指标数据进行对标分析。[结果/结论]全球电子政务发展经历了在线信息服务为重心、在线交互服务为重心、线上线下服务一体化等三个阶段,目前正全力推进面向场景应用的电子化连接和大数据分析;我国应以一体化在线政务服务平台建设为契机,通过跨层级、跨部门及政府与社会整合,全面推动各领域的场景应用。     

Determinants of public engagement on municipal Facebook pages

Abstract

This article analyzes the determinants of public engagement on the Facebook pages of municipalities. The sample consists of 170 Italian and Spanish municipalities that used Facebook in 2014. The findings show that posting a lot of information on municipal Facebook pages does not increase the engagement of citizens. Also, frequent posting of information per se does not engage public engagement. However, if the posts are published when public can pay attention to them (e.g., off days), the likelihood of public engagement increases. Furthermore, the citizens’ engagement on municipal Facebook page depends on the level of citizens’ income – there is a negative relationship between citizens’ income and the level of participation.     

信息化和电子政务发展的战略定位:中国和美国的比较分析

分析比较了中国和美国在电子政务发展的战略目标、管理体制和战略实施三个方面的差异,并详细研究了中美两国在促进电子政务发展中的法律、政策和实施项目三个方面的异同。针对中国的实际,借鉴美国电子政务的经验,提出中国电子政务发展战略的初步建议。     

转型中的政府信息资源规划:现状与构想

文章在对国内外政府信息资源规划研究与实践进展进行综合述评的基础上,对转型期我国政府信息资源规划的相应转型提出了若干设想。政府信息资源规划应面向政府转型、面向政府信息资源生命周期和面向信息资源要素集成,从而实现政府信息资源规划的全要素规划、跨组织的全方位规划和面向权利保护与社会服务的开放型规划。文章设计了转型中的政府信息资源规划结构模型,并提出了若干规划设想。     

基于双重进入许可的电子政务个性化信息服务研究

文章以电子邮件为对象,基于双重进入许可方式,构建了一个电子政务个性化信息服务模型。在此基础之上,本文深入分析了电子政务个性化信息服务中的用户建模和个性化推荐,并对电子政务个性化信息服务的两个关键问题：公众信息分类和邮件阅读率追踪与获取进行了进一步研究。     

基于元数据的电子政务信息资源组织模式

在当今网络环境下,电子政务信息资源组织模式有效与否直接关系到信息资源的组织、管理和服务的效果。本文系统分析了目前信息资源组织4种基本模式的优点与不足,提出了基于元数据的信息资源组织模式,并对我国电子政务元数据标准的建立进行了思考。
