社区首诊制的实施难点探析

The system "Firstly treatment in community medical body" is able to provide convenience for residents,curb abnormal increase of medical charge and reasonably use resources.This system is at its infant phase in China.Current problem is functions of other medical treatment organizations are poor defined,and community medical body lacks of support from national healthcare insurance system.The paper gives recommendations about the functional location of medical treatment organizations,strengthening community medical body construction,strengthening the training of all-round doctors,and seeking support from national medical insurance system.
