| 摘 要： | 赌博是一种社会陋习，一直是困扰传统中国的社会问题之一。晚清广东乡村赌馆林立，赌博种类繁多，参赌人员广泛，给社会造成极大危害。对此，地方政府和乡民纷纷采取措施进行预防、治理，也取得了一时的禁赌成效，但终未能从根本上解决问题。到民国时乡赌愈演愈烈，成为地方治理的难题。
