水利水电工程移民问题的经济学研究现状与展望

移民所引发的严重的经济后果不断增加，如引起社会广泛关注的失地农民问题等，主要原因之一是移民问题经济学研究的滞后。论文对相关文献进行评述，基于国内工程移民，以问题为导向，提出六方面有待深入研究的问题：利益补偿或均衡机制设计；工程移民与失地农民关系分析；工程移民、贫困与“移民工程”之辩；新老移民风险分析；征地补偿和移民安置税费问题研究；移民中土地问题研究等。

Present Condition and Perspective of Economic Research on Resettlement Issues Induced by Hydropower Project

Economic consequences induced by resettlement are very serious, such as the issues of the farmers who lost land. The main reason lies on the lagging of economic research on resettlement-induced by the project. Based on the reviews of related literatures, from the perspective of resettlement-induced by the project, the paper proposed six potential research topics by issue-oriented methodology. The topics include: interest compensation mechanism or interest equilibrium mechanism designing; relations between resettlement-induced by the project and peasants who lost their land; argument about resettlement, poverty and 'resettlement project'; risk analysis of new and old resettlers; duty and charge research on land acquisition and resettlement; research on land issues in resettlement etc.
