摘    要:扩招以来的大学生就业政策取得了显著成效,但也存在一些问题。理性选择制度主义通过引入行动舞台、行动者等概念来分析特定制度安排下的行为,有助于客观评价大学生就业政策。当前我国大学生就业中存在的问题很大程度上源于就业过程中的信息不对称及各行动者的机会主义行为,而这些都源于制度本身的不完善。故需要在规范各行动者的行为和加强就业政策与社会保障政策的统一性上进行制度创新。

Abstract:The employment policy implemented since the recruitment expansion has attained good result. However, it also has some deficiency. Rational-choice Institutionalism is an approach of employing the concept of Action Arena and Actor to analyze behaviors under given Institutional Arrangements, which can be used to evaluate the employment policy. The paper argues that the college student's employment problem is mainly brought about by asymmetric informa- tion in job market and the opportunistic behavior of various actors, which arise from deficiency of the system itself. Therefore, system should be improved to regulate the behavior of actors involved and strengthen the agreement of em- ployment policy and social security policy.
