建立“更加注重社会公平”的分配制度

改革开放以来,我国收入分配政策的调整是围绕着对公平与效率关系的处理而展开的。现阶段,收入差距过大已成为不争的事实,“更加注重社会公平”成为党和政府在处理收入分配问题的重要指导原则。注重社会公平,要求在收入分配领域把公平与效率有机统一起来。实现二者的统一,在政策导向上应坚持按劳分配与按生产要素分配相结合,充分发挥看不见的手(市场)和看得见的手(政府)的作用,追求微观上效率的提高、宏观上公平度的增加,并把制度建设和扩大就业作为现阶段效率与公平统一的立足点。

Construction of Distribution Principle of Being more Social Just

Since China's reform and opening-up,the adjustment of the income distribution policies in China is around how to deal with the relationship between fairness and efficiency.The excessive wide income gap has become an indisputable fact in the new period and the issue of social equity has become the focus of attention of the Party and government as well as the public.Therefore,it is necessary to unify fairness and efficiency.To achieve the unification of fairness and efficiency,we should stick to the following policy guidings: the combination of the distribution according to labor and the distribution according to factors of production;the combination of the fairness on micro and the efficiency on macro;the organic combination of market and government;taking system building and expanding employment as the standpoints in the present stage.
