How Testing is Changing Education in Connecticut

Affiliation:Connecticut's Commissioner of Education since 1983. Previously he served as Superintendent of Schools in New Haven. In less than two years as Commissioner, he has succeeded in making public education a top priority of the state legislature. His dramatic I984 legislative proposals of education reforms were almost totally adopted by the state's General Assembly, increasing both its fiscal contribution and the state's leadership role. His top priority was the implementation of statewide mastery test5 at grade 4, 6, and 8.;Project Director of the Connecticut Assessment of Educational Progress Program, Office of Research and Evaluation, Connecticut State Department of Education. Prior to that, she was Project Manager of the Education Evaluation and Remedial Assistance program. She was the planner for the Connecticut Thinking Skills Conference and is coordinating the Statewide Thinking Skills Committee to identify appropriate thinking skills for the upcoming Connecticut mastery tests in grades 4, 6, and 8.;Chief of the Office of Research and Evaluation, Connecticut State Department of Education. Previously he held research and academic appointments at Ohio State University and Syracuse University Research Corporation. He has written over 30 monographs and reports in the areas of educational policy and evaluation. His areas of expertise are educational policy analysis, evaluation, large-scale test administration, and implementation policy.;Coordinator of the Assessment, Testing, and Evaluation Unit, Office of Research and Evaluation, Connecticut State Department of Education. He has authored many papers on evaluation and testing and has conducted numerous workshops on teacher evaluation. He is currently directing the implementation of the new Connecticut Mastery Jesting program at grades 4, 6, and 8.
