中国反贫困战略调整与机制重构研究

通过对我国现行的以贫困县为目标载体的县域性瞄准和群体性瞄准方式存在的弊端分析,提出从缩小扶贫目标范围,以小户个体瞄准取代区域瞄准;提高扶贫资源的分配效度;构建由下至上的贫困对象主导型脱贫拉动机制三个方面进行反贫困战略调整的构想。

Analysis of Strategic Adjustment and Mechanism Reconstruction on Poverty Alleviation in China

Strategy on poverty alleviation in our country has turned into regional targeting from the traditional relief-type approach. The living standard of people living in poverty has improved markedly. However, China's development-oriented poverty-relief work has entered the stage of tackling the key problems. The phenomenon of retrograde poverty after assistance in some areas is very serious. Unfavorable social effect could be generated by only a small rebound in impoverishment rate. The present aiming mechanism on poverty alleviation implies the deviation to certain extent. Combining an analysis of imperfect targeting with current situation of poverty-relief work, it comes to a conclusion that: scope of aiming should be narrowed again. Targeting from district to individual may improve the efficiency of resource allocation.
