| 摘 要： | 文章通过对清末东三省鼠疫流行和防治的反思，认为在面对重大疫情时，政府必须提高认识和关注程度；必须建立突发公共卫生事件信息体系；必须建立健全的防治救助体系；必须加强对公众疫情和社会危机应对等相关知识的教育；进行必要的国际合作；必须坚持责权清晰、赏罚分明和防治、抚恤、救济相结合的政策。

| Abstract: | This paper reflects on the epidemic spreading and prevention, we can get the following conclusions; the government should not only pay more attention to the public sanitary accident but also build up plague information system. Besides, complete prevention and cure system must be set up. What's more, the government should also strengthen the education about it,and carry out reasonable policy. |
