基于组织基础的资源概念厘定与资源外延拓展

资源是中国经济可持续发展越来越大的瓶颈约束，但问题不在于资源稀缺，而在于对资源的有效利用。本文认为要从资源的利用方式出发去理解资源，把资源的内涵和外延统一起来看待，既要揭示资源利用的内在规定性，还要说明资源利用不断被拓展的变化过程。探讨后发现，正是资源不可分割的共享性，决定了资源管理的必要性及其资源利用方式的多样性，也正是资源的共享性实现了自然资源与社会资源的共通对接，并在资源的共享基础上不断地内生出构成合作利用的新资源，从而资源的外延得以不断地拓展，而所谓经济的持续发展就在资源利用方式的不断转换下得以实现。

Defining the Concept of Resources based on Users' Organization

Resources are increasingly becoming the bottleneck of sustainable economic development in China. However, the problem does not lie in the scarcity of resources, but the efficiency of resources utilization. From the point of view of resources utilization, we attempt to uncover the common ground of natural resources and social resources in this paper. Firstly, we defined the conception of resources, and explored the importance of organizational manner of resources utilizing. Secondly, inherent basis that determines organizational manner of resources utilization was studied, and a conceptual framework was drawn up, in which the characteristics of natural and social resources were compatible with each other. Finally, the significance of resource use organization which can broaden the meaning of resources was brought forward synoptically by the way of summarizing the common characteristics of resources. The understanding of the meaning of resources should be laid on the manners of resources use. From this aspect, we revealed and illuminated not only the intrinsic stipulation of resources, but also the changing process of resources use. Through discussion, it is concluded that the common characteristics of resources that cannot be segmented determines the diversity of resources use manners and the necessity of resource management. Furthermore, the common characteristics of resources make it possible to link natural resources and social resources together, and utilize resources on basis of resources sharing. At the same time, sustainable economic development will be achieved by transforming the manner of resources utilization.
