广西农村治理体制创新研究

广西农民组织化程度低使得“农村资源”难以转化成为“农村资本”,使得农村“需要做的事”难以成为“共同做的事”,使得农村外部力量延伸逐步弱化了农村内生发展.因此,创新广西农村治理体制,需要全面激发社会组织活力：要充分发挥现有农村准官方组织的主导作用,强化乡村社会的“元治理”;要大力培育和发挥农村内生社会组织的主体作用,强化乡村社会的“微治理”;要切实调动农村社会外组织的积极作用,强化乡村社会的“合作治理”.

Research on the Institutional Innovation of Guangxi Country Governance

It is hard for the country＇s resources to become capital and for the tasks needed to be joined on account of the low education of farming organizations as well as self-development weakened by the other groups. Therefore, we have to innovate the governing institution by motivating social organizations, intensify multiple governance by giving full play to the country＇s official or- ganizations, strengthen micro-governance by cultivating self-developed organizations and develop cooperative governance by moti- vating the external organizations.
