生态文明视角下基于人水和谐的云南干旱研究

2009年以来，云南省发生了严重的连续性干旱。这主要是区域性降雨偏少、气温升高、需水量增加、用水效率低、水资源分布不均和水环境污染等原因造成的。应对云南干旱，必须树牢水资源有限、节约利用和循环开发的理念，加强湖泊河流保护和水利工程建设，创新水务管理，探索水价形成机制，高效配置水资源，构建节水型社会。

Research on Drought in Yunnan Province Based on the Harmonious Coexistence between Human and Water from the Perspective of Ecological Civilization

Yunnan Province has undergone continuous drought since 2009. Main causes of drought in Yunnan Province are the factors including the regional rainfall, rising temperature, increasing water demand, low efficiency of using water, uneven distribution of water resources and water pollution, etc. To resolve the severe drought in the view of ecological civilization, people must realize that water resources are very limited so we have to save, recycle and develop water resources, we must reinforce the protection of rivers and lakes, build water conservancy projects, improve water management, explore water price forming mechanism, allocate water resources efficiently and construct water-saving society.
