| Abstract: | In the paper,a quantitative relationship among economy (population), pollutants release and environment quality is established,an optimized strategy is utilized to find out the way of achieving the best environment efficiency with the lowest economic investment,that aims to the environment objectives of Xining in the year of 2000 and 2010,with emphasis upon controlling the winter atmosphere pollutants. |
