我国石油市场竞争主体培育研究

摘    要:随着我国履行WTO的国际承诺,2004年底放开成品油的零售权、2006年底放开成品油的批发权,以及2004年原油进口突破1亿吨,对原油进口依赖度超过1/3,我国成为世界第二大石油消费国的形势变化,我国对石油产业的管制也应进行相应的改革和变化。顺应实现多元石油供给、保障国家石油安全的需要,我国应积极培育石油市场竞争主体,建立完善的市场竞争体系。基于此,本文分析了我国石油市场主体结构的演变历史、现状与存在的问题,阐述了石油市场主体培育的目标与原则,最后提出了相应的对策建议。

Abstract:As it promised for its entrance to the WTO,China will open up its wholesale market by the end of 2006,after having opened up its oil product retail market at the end of 2004.And the China oil import topped 100 million tons in 2004 with the dependence on oil imports exceeding 33 percent.China has been the world's second largest oil consumer next to the USA,so the regulation of the oil industry in china should be reformed according to the situation.In order to carry out the plan of multiple oil supply and guarantee the national oil security,we should foster the competitive participants and build the perfectly competition system of oil market.Based the above mentioned,this paper analyzes the historic evolution,the status and existing problems about the subject structure in oil market.It also elaborates the goals and principles of cultivating the oil market participants,in the end pointing out corresponding cultivating measures.
