我国西部地区在地理条件和经济社会发展方面存在的特殊性,致使正确认识和全面评价我国西部地区各省区的发展状况,科学研究和分析制订地区经济社会发展规划、促进地区经济社会全面协调发展,落实科学发展观显得尤为重要.本文从西部地区的基本特征出发,基于可持续发展与建设和谐社会的理念,将经济、社会、人口、资源、环境等方面统筹考虑,设计构建了一套可用于实际测评西部地区发展状况的综合评价指标体系.
