青岛市流通领域改革与发展的思考

摘    要:青岛市提出内外贸融合发展的改革思路,建立“扩进口”与“促消费”联动工作机制,实施推进新型消费服务体系、现代流通网络体系和城乡市场供应保障体系建设等措施,体现了国际化和先进性特征,这是青岛市率先建立现代流通体制的主要优势,有利于为全国贸易流通体制改革和发展提供可复制推广的经验。为解决流通领域改革和发展的难点,建议青岛市今后应结合发展基础,发挥优势,突出重点,把制度建设作为中心,以现代技术应用、建设现代市场体系为重点,形成流通领域改革与发展的“青岛模式”。

Abstract:Qingdao has put forward the reform ideas of integrated development of domestic and foreign trade .It will establish the lingkage mechanism of expanding import and promoting consump-tion .And it will take the measures to promote the new consumption systems ,the modern ciuculation network systems and the urban-rural market supply security systems .All these things reflect the char-acteristics of internationalization and progressiveness .It is the main advantage for Qingdao to take the lead in establishing the modern circulation systems .And it is in favor of providing producible and propagable experience for the reform and development of the national trade circulation systems .In or-der to solve the difficulties in the reform and development of the circulation field ,it is suggested that Qingdao should make good use of its advantages and give prominence to the key points combined with developing the foundation .And it should revolve around the systems construction and focus on the ap-plication of modern technology and the construction of modern market systems to build Qingdao Mod-el in the reform and development of the circulation field .
