“三网合一”技术可行性及其社会整合

将电信、电视、计算机三大信息传播网络融合为一体 ,在统一的IP网上进行信息的传输与交流 ,就技术条件来说 ,是可行的 ,且能够为社会带来最大程度的资源利用。而信息传播作为一种社会行为 ,无可避免受到现行体制及社会现状的限制 ,这种限制直接或间接地影响到“三网合一”的初衷和实施程度。本文拟就三网概况、技术可行性和带宽的现实需求、体制现状、社会限制、国际惯例、WTO规定等问题对“三网合一”在我国的可行程度作一浅析。

The technical feasibility and its social integration of `Three networks in one'

It is feasible to integrate the telecom,television and computer network into one,and transmit information through a unified IP network.But as a kind of social behavior,information transmission is unavoidably restricted by the present system and social situation,which directly or indirectly affects the original intention and adoption of `three networks in one'.The article tries to analyze the feasibility of `three networks in one' in China through discussing of issues like general situation,technical feasibility,bandwidth's practical demand,system status quo,social restrictions,international conventions and WTO rules.
