| 摘 要： | 入世对我国极度分散的小农生产提出了严峻挑战，在以家庭承包为基础的农村双层经营体制约束下，发展新型农民合作社成为提高农民组织化程度的必然选择。正确认识新型农民合作社的性质和职能，选择正确的发展道路和模式，大力发展新型农民合作社是以制度创新应对人世冲击的有效途径。

| Abstract: | The WTO membership is a great challenge to China's scattered farm production. Under the restriction of two-layer rural management system with the household contract responsibility system as its base, developing new type of farmer cooperation system has become an inevitable choice for better organization of farmers. To cope with the impact of the WTO and develop the new cooperation system, effective measures should be taken to better understand the nature and function of the new system and choose a proper way and developmental mode through system innovation. |
