摘    要:我国残疾儿童教育存在不公平的现象,造成这一现象的主要原因有如下几点:(1)在法律法规方面,残疾人教育法律法规不完备、执法不到位,导致残疾儿童受教育权没有得到充分保障;(2)在经费方面,残疾儿童教育经费投入不足,并且残疾儿童教育教师薪酬水平比普通儿童教育教师低;(3)在教育管理方面,不仅残疾儿童教育管理体制不健全,而且残疾儿童教育督导不力;(4)在社会、文化方面,社会支持保障体系不健全,传统文化对残疾人的偏见也对残疾儿童教育存在着消极影响。

Abstract:There are several reasons causing unequity in disabled children education in China. (1) In the aspect of laws and regulations, laws and regulations of education for disabled people are not mature and are not well implemented, so that disabled children's educational rights can not be effectively guaranteed. (2) In the aspect of investment, the investment in disabled children education is insufficient and the salary of special education teachers is less than that of teachers engaged in general education. (3) In the aspect of educational management, the system of educational management for disabled children is not sound and supervision of disabled children education is weak. (4) In the aspect of society and culture, the assurance system of social support is not sound on the one hand, and the prejudice from traditional culture to disabled people has negative effect on disabled children education on the other hand. Aiming at the above problems, people working in the field of special education should explore effective strategies actively to decrease unequity in disabled children education.
