提高高等学校人力资源利用效率的制度分析与建议

摘    要:高等学校人力资源利用效率低,成了高等教育发展的瓶颈。章通过对高等学校人力资源利用效率偏低现象的分析,找出人力资源利用效率在制度上存在的障碍。提出在宏观层面,建立与市场机制相适应的人员聘用制度和工资制度。在微观层面,建立与道德调节机制相适应的岗位责任制度、奖励制度和表彰制度的建议。

Abstract:The low efficiency of utilizing the human resources in colleges and universities has become the barrier to the development of higher education. By the way of analyzing the low efficiency of utilizing human resources in colleges and universities, this article is to find the barrier in the rules and regulations of utilizing the human resources and suggest setting up human-employing system and wage system which is adapted to the marketing mechanism in macrocosm and setting up personal responsibility system, encouraging and rewarding system and citing system which is adapted to the morals-regulating mechanism in microcosm.
