做好第三方科技成果评价的实践和探讨

根据国家提出积极发展市场化评价、规范第三方评价，充分调动各类评价主体积极性等政策精神，从整体制度建设视角总结分析我国第三方科技成果评价工作的发展实践，以期为科技成果第三方评价的制度构建提供理论支撑。在对国内科技成果评价有关标准、论文和政策等文献信息进行调查和统计分析的基础上，综合分析科技成果评价的概念与分类、政策与标准和流程，总结得出当前第三方科技成果评价已成为主流且评价作用明显，同时发现存在第三方评价机构的独立地位欠缺法律法规保障，专业化、标准化、规范化不足，以及人才短缺等问题，并针对当前评价中存在的问题提出，进一步落实新修订的《科技进步法》和国家《关于完善科技成果评价机制的指导意见》等法律法规要求，完善科技成果评价机制，加强第三方科技成果评价机构建设，使其充分适应以市场为导向的发展趋势，专业化、规范化发展，助力科技创新。

At the same time, it is found that the independent status of third-party evaluation institutions lacks the protection of laws and regulations, specialization, standardization In view of the problems in the current evaluation, such as the lack of standardization and the shortage of talents, we should further implement the requirements of laws and regulations such as the newly revised Law on the Progress of Science and Technology and the National Guidance on Improving the Evaluation Mechanism of Scientific and Technological Achievements, improve the evaluation mechanism of scientific and technological achievements, and strengthen the construction of third-party evaluation institutions of scientific and technological achievements, so as to make them fully adapt to the market-oriented development trend and professional and standardized development, Help scientific and technological innovation.
