入世与西部激励机制和约束机制的建立

中国入世对西部而言挑战大于机遇，西部最大的困难是制度供给不能满足市场经济的需要，尤其是政府在机制方面需要做深刻的变化，必须以身作则，按照市场经济的要求，建立起一整套有效的激励机制和约束机制，才能在全社会范围内形成良好的氛围，从而尽快地缩短与东部乃至世界的差距。

On China's Entrance To WTO and The Establishment of Encouraging and Restraining Mechanism

Western China is facing opportunity as well as challenge since China has joined the WTO. The biggest problem for the government in the west is that the system can't meet the need of market economy, Especially, the government should make a great change in its system and mechanism, set a good example, and set up a complete set of effective mechanism for encouragement and constraint according to the requirement of market economy. Only in this way, can we develop ourselves in a short time, and shorten the distance with the eastern China and the world.
