试论中国农民结构性贫困成因及对策

不平等的二元城乡结构,僵化的土地使用方式,乡镇政府对农民的过渡汲取;不思进取的意识形态,传统社会的统治方式,理念和制度创新的滞后;权力结构缺乏弹性,农民缺乏法制和社会保障,公务人员的行政观念及激励约束上存在的问题等是农民结构性贫困的主要成因。轻徭薄赋,实现县政、乡派、村治,改变现行的户籍制度,实行农民最低生活保障,加快农村城镇化和非农化进程,加大农业产业化经营等是农民脱贫致富的基本出路。
