论生态安全视域下政府环保责任拓展的原因

在当代中国社会发展的时空结构与生态安全问题日益凸显的时代背景下，随着生态环境保护问题的全球化、环境法的功能嬗变与代际交替，政府在环境保护中无疑需要承担更多的责任，政府环境保护责任得到了进一步强化与拓展的空间。可以预言，未来的政府环境保护责任必将更加凸显保障生态安全职责，政府承担环境保护责任的范围将实现由保障国内责任向保障国际责任、由保护当代人责任向保护后代人责任、由保障社会系统责任向保障生态系统责任这三个维度的拓展，这既是我国环境法治建设的必然诉求，也是政府环境保护责任理论发展的未来方向。

Analysis of the Reasons for the Government Expanding Environmental Responsibility under the Ecological Security

In the background of more and more problems obviously arising in the space -time structure of China’s social development and in ecological safety ,the government will no doubt take more responsibilities for environmental protection .This paper mainly analyzes the reasons for future government expanding its ecological responsibilities .
