大规模非并网风电产业体系图谱研究

摘    要:大规模非并网风电的应用,是探索一条中国特色风电多元化发展之路,建设大规模非并网风电产业体系,是我国风电多元化发展的重要环节.非并网风电产业体系的构建,是以"非并网风电理论"为依据、以我国风能富集区的大规模风电场建设和运营为重点,涵盖其前向关联度大的风电设备零部件研发和制造、风机组装、电控系统等产业,后向关联度大的有色金属冶金、盐化工、大规模海水淡化、规模化制氢制氧等高耗能产业,以及侧向关联度大的风机运营维护、风电场观光旅游、风电项目投融资管理、金融保险等产业,构成可涉及三次产业、多方位、多产业链交织的现代综合产业网络体系.首先,本文阐述"非并网风电理论"的形成、发展至成熟的成长过程,以及对构建大规模非并网风电产业体系的重要理论支撑作用;其次,在理论和可行性应用研究成果的基础上,确立构建非并网风电产业体系的总体思路和原则;再次,分析非并网风电产业体系各构成主体的产业特性、技术水平、空间布局和龙头企业状况,在此基础上绘制我国大规模非并网风电产业体系图谱,并重点分析产业体系的功能结构状况和产业间的关联关系:最后,对非并网风电直接应用于高耗能产业的典型产业链条进行产业化分析.

Abstract:Application of large scale non-grid-connected wind power is an effective way for developing a diversified wind power industry with Chinese characteristics. Construction of large scale non-grid-connected wind power industrial system is a critical step. The construction of large scale non-grid-connected wind power industrial system is on the basis of the 'non-grid-connected wind power theory', placing emphasis on construction and operation of large scale wind farm in the areas being rich in wind resources. Basically, large scale non-grid-connected wind power industrial system includes R&D and manufacture of wind power equipment accessories, assembling of fans, electricity control system and related industries, and nonferrous metallurgy. These components are generally taken as forward correlations. The system also encompasses salt chemical, large scale seawater desalination and hydrogen and oxygen production manufactures, and other industries with heavy power consumption which bear backward correlations. In addition, the system usually comprises a kind of side correlation which consists of operation and maintenance of fans, tourist of wind farm, financing management of wind power projects, finance and insurance, etc. In summary, construction of large scale non-grid-connected wind power industrial system can produce an opportunity to build a modern comprehensive industrial system incorporating three industries, multi-faced, and multi-industrial interconnected chains. First of all, this paper illustrates the formation, evolution and maturity of the 'non-grid-connected wind power theory', as well as fundamental theories for building large scale non-grid-connected wind power industry system. Second, we established a variety of basic concepts and a general framework for building non-grid-connected wind power industry system based on a theoretical and feasibility study. Third, we analyzed in detail industry characteristics, technical levels, spatial distributions, and current situations of leading enterprises of each composed main body for large scale non-grid-connected wind power industry system. We also made an attempt to draw a map showing China' s large scale of non-grid-connected wind power industry system, and focused on examining situations of function and structure of the industry system and the relationship among industries. Finally, we fully investigated industrialization of typical industry chains that non-grid-connected wind power is directly applied to high power consumption industries.
