| 摘 要： | 西部经济开发过程中出现了地方政府间的不当争夺资源、地方保护主义等恶性竞争行为,暴露出我国地方政府协调的相关行政法制缺陷。制定和完善相关政府间关系法律法规,建立起行政协议机制,进一步健全行政诉讼法律制度,可以对地方政府恶性竞争进行有效行政法规制。
