| 摘 要： | 在我国义务教育投资中存在着不同程度的政府责任转嫁问题,并且正是由于存在政府责任转嫁问题才出现了义务教育投资体制中的“政府缺位”现象,这是导致义务教育经费短缺的主要原因。为了保证义务教育经费投入的充足性,必须强调政府责任的“归位”,在进一步的义务教育投资体制改革中以“集中化”代替“多渠道”。

| Abstract: | In our country the government's responsibility transfer in the compulsory education investment has led to the absence of government in the investment system, which is the main cause of the shortage of compulsory education funds. To guarantee the adequate input of compulsory education funds, it is essential to have the government at its place, and have the multiple channels replaced by the centralization in the further reform of compulsory education investment system. |
