高等学校系(院)级单位领导体制探析

确定某类单位实行某种领导体制的一般方法是，根据这类单位所承担的主要任务，分析单位的党组织和行政组织对完成任务所发挥的作用，从有利于贯彻党的路线方针政策和完成工作任务出发，在总结实践经验的基础上作出规定。根据高等学校系（院）级单位党组织和行政组织的职能和作用，经过实践表明，这类单位拟实行党政分工合作共同负责的领导体制。实行这种领导体制需要进一步健全决策机制和提高干部素质

A preliminary study on the system of leadership at department/college level in colleges and universities

A general way to determine which system of leadership to be adopted in a certain type of unit, depends on the main task such unit assumes, the function the Party and administrative organization exert respectively in finishing the task. For the cake of beffer implementation of the Party line and policy, and the completion of task, a stipulation about which system of leadership is made on the basis of practical expriences .According to the function responsibility of the Party and administrative organisations at department level in institutions of higher education, it is demonstrated in practice that the system of leadership is better to be adopted, in which Party and administrative organisation share the task and cooperate in working, and assume the responsibility together. The adoption of this system of leadership will be satisfied by further perfection of decision making system and improvement of quality of cadres.
