基于电子政务的城际应急管理协同机制研究

在分析我国应急管理中协同合作的现状和存在问题的基础上,以都市圈为应急主体,以重大危险源为研究对象,以电子政务网络为支撑,以信息协同为根本目的,构建城际应急管理信息系统、中心城市应急指挥模式、应急信息标准化三方面内容一体化的城际应急管理协同机制,保证了应急信息的实时性、共享性以及指挥调度的有效性,实现了跨城市、跨部门的协同合作,为城际应急管理工作的高效运作提供了参考。

Study on Synergy Mechanism of Intercity Emergency Management Based on E-government

Based on the analysis of current situation and existing problems of collaboration of emergency manage- ment in China,taking urban circle as the body,major hazards as the research subject,information synergy as the basic aim,and supported by electronic governmental network,the intercity emergency management synergy mecha- nism has been constructed in the paper,with integration of intercity emergency management information system, central city emergency command mode and standardization of emergency information.The real time and common sharing performance of emergency information are ensured,the effectiveness of command is strengthened.At the same time,the inter-city and inter-department collaboration is realized.The result provides valuable reference to the efficient operation of intercity emergency management synergy mechanism.
