绩效考核对象执言行为的影响因素——面向基层政府的实证研究

摘    要:研究基层政府针对绩效考核制度存在的问题与上级进行沟通的影响因素。识别了包括公共服务投诉压力、目标多样性、官僚遵从导向、管理有效性、制度参与空间、制度完善能力在内的六个因素。收集数据并进行了实证检验,发现基层政府公共服务投诉压力越大,官僚遵从导向越弱,制度参与空间越大,上级制度完善能力越强,则执言行为强度越大。笔者根据这些发现提供了对策建议。

Abstract:The research examines the factors that drive performance ratees to raise suggestions for improving performance measurement institutions in a direct way.The research identifies factors including public service complaints pressure,goal multiplicity,bureaucratic adherence,managerial effectiveness,participatory space and institutional improvement capacity.Empirical analyses show that higher public service complaint pressure,lower bureaucratic adherence,larger participatory space,and higher institutional improvement capacity lead to stronger degree of suggesting behaviors.The research concludes with suggestions for practitioners.
