禽流感疫病控制的宏观调控模式探析

禽流感疫病发生时，根据中央政府可能采取的（扑杀、强制免疫、扑杀和强制免疫相结合）三种防控策略和中央政府（全额补偿、中央政府加地方政府不同比例全额补偿、中央政府加地方政府加个人不同比例补偿、中央政府加个人不同比例补偿、个人全额补偿）五种补偿政策，可组合成十五种典型的宏观调控模式。通过分析不难发现，中央政府最佳的宏观调控模式是中央政府采用（扑杀加强制免疫）的防控策略和（中央政府加个人不同比例补偿）补偿政策相结合的宏观调控模式。

An Analysis on the Macro-control Pattern of Bird Flu Disease Control

When the Bird flu diease happened,there are three control strategies(poultry culling;compulsory vanccination;combination of culling and compulsory vanccination) and five compensation policies(the whole compensation by central government;the different propotion of compensation by central government and local government;the different porpotion of compensation by central government,local government and individual;the different propotion of compensation by central government and the individual;the whole compensation by dividual compulsory policy) which may be taken by the central government,these three strategies and five policies can make fifteen macro-control pattern.Through analysis we find the best macro-control pattern is that combination of the control strategies by central government(combination of culling and compulsory vanccination) with the compensation policy(the different propotion of compensation by central government and the individual).
