涪陵区农村劳动力转移的状况与对策

农民工问题和农村劳动力转移问题在金融危机背景下显得尤为突出。农民工双重身份、劳动力转移不彻底、土地不能大规模集中使用,使劳动力资源与工农业生产专业化相背离,一方面严重制约了农业生产规模化经营,另一方面不利于形成稳定的、不断积累经验和技术的产业大军,阻碍了第二、三产业的发展和城市化进程。通过改革户籍制度,创新土地、社保制度,树立农民工与城市居民身份统一、权利一致、地位平等的思想,改变农村劳动力的转移方式,使农民工彻底变市民,从而整合劳动力资源,实现社会经济的可持续发展。
