| 摘 要： | 近年来,地方财政特别是县乡财政每况愈下,被戏为“省级财政喜气洋洋,县级财政勉勉强强,乡镇财政哭爹喊娘”,地方政府的财政危机严重阻碍了地方政府的正常运转。在这种情况下,应以建立地方政府公共财政为突破口,全面改革地方政府,从而最终使之摆脱财政危机,建立“精而强”的地方政府。

| Abstract: | In recent years, local financial conditions especially the financial conditions in the counties and townships are going from bad to worse. Flancial crises severely hinder the proper operating of the local governments. In this case, an overall reform of local governments to rid themselves of financial crises, and setting up streamlined and capable local governments should be started by setting up public finance for local governments as a breakthrough. |
