The administration that brings on the rural-urban fringe zone is a very complicated problem.It contains a series of social concerns,such as the urbanization ages behind,the land taken over for use arbitrarily,more and more peasants live without their farmland,and labors enter from other place,the backward infrastructure,the bad living environment and managerial confusion of administrative division.To solve these problems,there are the five scheme below: 1.adjusting the administrative division rationally;2.reforming the system of land acquisition;3.the community should absorb the labors from other places;4;find a room for unemployed residents in exploration;5.set up a dynamic mode of rural-urban fringe management.
