| Abstract: | At the primary stage of socialism the public power is apt to lose control.Dealing with the problem,we have to persist in the basic rules of operating the powerand make the operation of power legalized and democratized. At the same time we haveto change the wrong notion of power and establish an all-round-way restriction and supervision system. |
