| 摘 要： | 在对外关系政策的制订过程中，美国国会在维护美国利益，干涉中国内政，逃避国际法规的约束方面，能发挥政府部门不能发挥的特殊作用。针对美国政治体制的这种特点，在发展中美关系时，加大国会的工作力度是非常重要的。
