| 摘 要： | 当前新农村建设对基层干部素质提出了新的要求，应该培养其增强化解矛盾、促进和谐的能力，引导农村文明新风尚的建设，通过抓好人才进出的关键环节，提高基层干部素质，构建出一支能够适应新农村建设要求的干部队伍。
