网络舆情动态调适应对体系研究

当前涉政网络舆情频发,针对政府治理过程中所反映出政府网络舆情应对能力参差不齐,层级划、地域性、行业化差别明显的突出问题,本文探析了政府网络舆情应对机制体系化的治理思路,提出了应对体系的基本框架,并从系统论的角度,引入政府干预性措施作为应对体系的环境变量,构建了涉政网络舆情动态调适体系,最后详细论述了应对体系的舆情研判机理和评估指标。

Research on the Dynamic Adaptive Response System of Network Public Opinion

At present,network public opinion events of the Political Affairs outbreak frequently.The capacity of the government to respond network public opinion is at different levels.The hierarchical,regional,industry differences are obvious.This paper explored the systematized coping mechanisms of the network public opinion governance,proposed the basic framework of the system,and from the point of view of system theory,introduced the measures of government intervention as a response system environment variables to build a dynamic adjustment system involving political network public opinion.At last,this paper discussed in detail the mechanism of the response system for public opinion judged mechanism and assessment indicators.
