对世界上实行完全个人帐户制度较为成功的新加坡，智利两国的老年社会保险进行比较，分析了两者在具体实施过程中，在制度的统一性、资金筹集、运营、退休金给付方式和管理等方面存在着诸多不同；以及两者在实施效果上，如减轻政府财政压力、促进经济发展和受到国际舆论关注等方面又有许多相同之处，同为发展中国家，中国在建设与社会主义市场经济相适应的社会保障制度时，新、智两国的成功经验，有重要的借鉴意义。
