They fulfil the function of coordination and passage in the Great Western Development Campaign .They also have four economic operation mechanism of absorption, conduction, coordination and development. Their general strategic purpose of economic growth is to achieve the coordinated development between districts. That is to create the conditions of the economic growth for the developed districts in the east and the poor districts in the west and also develop their own districts at the same time.
