论义务教育国家履行之义务

义务教育功能之实现，有赖于国家、社会、学校、家庭等义务教育主体义务之积极履行。在众多义务主体中，又以国家义务之履行最为重要，也最为全面。以政府为代表的国家，应依据国家最高义务原则，积极履行国际人权法规和国内宪法、法规规定的义务，推动义务教育的良性发展。

On the Obligations the State Undertakes in the Compulsory Education

The realization of the compulsory education depends on the obligation subjects such as the state, the society, the school and the family. Among them, the state＇s obligation is the most important and powerful. The government, on behalf of the state, should implement international human fights law, constitution and other laws in the light of the basic principle ＂the state undertakes the greatest obligation＂ to promote the positive development of the compulsory education.
