中国自然保护区的困境与出路——完善中国自然保护区的管理体制

经过50年的发展,我国自然保护区面积与国土面积的比例已经超过了世界平均水平,但仍存在许多问题、面临很多困境,特别是管理职能混乱,资金机制不健全以及中央与地方关系不清,严重影响了自然保护区的发展。中国自然保护区的出路,在于厘清土地权属,明确各部门的职能分工,处理好中央与地方之间的关系,鼓励公众参与、社区共管。

After the development of natural reserve for 50 years,the proportion of natural resources to the country area has been over the average level of the world,but there are still many problems.The development of the natural reverse is affected by the confusion of the managing function,unhealthiness of the financing system and unclear relationship between the center and the locality.The solutions of Chinese natural reserve are to definite the property right of land,the departmental legal power,to deal with the relationship between the center and the locality,to encourage the public to join the management of natural reserve.
