耦合与调适--政策协商在公共治理实践中的适应性分析

公共治理是推进国家治理体系和治理能力现代化建设的重要内容。政策协商主体的包容性、参与的广泛性以及议题的开放性,耦合了公共治理平等性、公共性和多元性的价值旨归,并与公共治理构成了实践互补。但是,长期存在的政府权力中心思维惯性、协商主体价值本位思想、多元文化冲突和分歧等问题所导致的主体间话语权不对称、政策公共性缺失以及对多元利益兼顾失败的情况,构成了对政策协商治理成效实现的现实考验。为此,需要从政府法律权威与制度规范构筑、社会民主氛围与公民社会培育、公民理性思维与协商能力提升三个方面,推动政策协商在公共治理实践中的自洽与融合。

Coupling and Adjustment:Analysis of the Adaptability of Policy Negotiation in the Practice of Public Governance

Public governance is an important part of promoting the modernization of national governance.The inclusiveness of the main body of policy negotiation,the extensiveness of participation,and the openness of issues,coupled with the values of equality,publicity and diversity of public governance,and constituted practical complementarity with public governance.However,the asymmetry of discourse power among subjects,the lack of policy publicity,and the failure to balance multiple interests constitute a realistic test of the effectiveness of policy negotiation governance.It is necessary to promote self-consistent policy negotiation in the practice of public governance from three aspects:the establishment of legal authority and institutional norms,the cultivation of a democratic atmosphere and civil society,and the improvement of rational thinking and negotiation ability.
