| 摘 要： | 文章在阐述了依法行政引入评估体系的必要性的基础上，分析了法治评估的理论主体，评析了目前中国法治评估主体的实践经验。本文认为，法治评估引进第三方是社会发展的需要，是变管理为治理推行先进的政府与社会关系的需要，是党执政能力提升的表现和根本方略。

| Abstract: | This paper expounds the evaluation system of government administration by law. Firstly, it discusses the need of introducing the system as the third party; then, analyzes the evaluation subject; finally, comments on the current practical experience in choosing evaluation subjects of administration by law in China. The introduction is the embodiment of Party＇s upgraded ruling ability, and also is the need for the social development and the change from management to governance in order to promote advanced relationship between government and society. |
