| 摘 要： | 近年来城管执法遭遇的困境引起了社会各界的广泛关注,许多法学家和社会学家从不同的角度论证了解困的办法。本文试图从比较文化的角度,分析城管陷入困境的深层次的原因,以求从根本上找到解决问题的办法。本文认为,导致城管执法困境的深层次原因是"官本位"的法律文化传统以及由此导致的城市管理模式的陈旧和落后。所以,培养法治精神和创新城市管理模式是解决困境的根本出路。
